About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for the Sibley State Park Cedar Hill Stairway Repair project located in New London, Minnesota. The procurement involves comprehensive stairway restoration work, specifically addressing 52 granite steps from the beach to the Cedar Hill Picnic Shelter. Contractors must label, remove, clean, and precisely reinstall the granite steps, ensuring even rises and levels, while also removing bituminous landings, performing groundwork, and removing tree stumps. A mandatory pre-bid site visit is required, which must be scheduled between March 13-20, 2025, with Project Supervisor Jeremy Gehrke contactable at (320) 347-7814. All bid responses must be submitted electronically through the Swift Portal by March 27, 2025, at 2:00 PM, with the project anticipated to be completed by June 30, 2025. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with unit prices required to include all associated costs such as labor, materials, tools, transportation, and taxes. Evaluation criteria include compliance with project specifications, responsible vendor status, and ability to meet all contractual requirements.

The solicitation demonstrates a commitment to diversity and inclusion, with potential preferences for businesses owned by minorities, women, veterans, and those with substantial physical disabilities. The contract requires contractors to complete a First-Tier Subcontractors List (Attachment A), which captures details about subcontractors' business information, contract value percentage, and certification status for Targeted Group, Economically Disadvantaged, or Veteran-Owned businesses. Contractors must comply with Minnesota Statute 16C.285 regarding responsible contractor criteria and be prepared to submit verification documentation upon request. While a specific project budget is not explicitly stated, the detailed specifications suggest a significant infrastructure restoration effort. Insurance requirements are comprehensive, including workers' compensation, automobile liability, and commercial general liability coverage. Additionally, contractors must adhere to prevailing wage requirements, tax laws, workforce regulations, and invasive species prevention protocols, indicating a thorough and structured procurement process that goes beyond simple construction work.
