About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a semi-tractor and driver transportation service to haul live fish transport trailers across the state. The procurement involves approximately 20 trips or 9,000 miles per year, originating from cold-water hatcheries located in Lanesboro, Peterson, or Crystal Springs and delivering to various stocking locations throughout Minnesota. Bidders are strongly encouraged to conduct a site visit with Project Supervisor Scott Sindelar (contactable at 507-765-0011) prior to submitting a bid. The contract will be awarded to the lowest responsible vendor meeting all specifications, with responses required to be submitted electronically through the Swift Portal by June 13, 2024. Evaluation criteria include compliance with solicitation requirements, ability to meet technical specifications, and overall responsiveness. The contract period will commence no earlier than July 1, 2024, and will expire on June 30, 2026. All bid pricing must comprehensively include labor, materials, tools, transportation, equipment, sales tax, and use tax.

While no specific set-aside designations are explicitly outlined, the solicitation indicates potential preference for veteran-owned small businesses, with a possible 12% preference consideration. The state will also evaluate whether the bidder is a Minnesota resident vendor. Bidders must provide proof of insurance as detailed in the event documents and may offer prompt payment discounts. No incumbent vendor is identified in the documentation, and no specific budget range is provided. Contractors requiring assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The state reserves the right to award the contract to a single bidder or multiple bidders, selecting the option deemed most advantageous. Responses that do not fully comply with solicitation requirements will be considered non-responsive and summarily rejected.
