About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a fence construction project at the Prairie Smoke Dunes Scientific and Natural Area (SNA) located approximately 4 miles south of Fertile, MN. The procurement involves removing and disposing of existing fence and constructing approximately 32,130 feet of new perimeter fence around the 1,280-acre site. Qualified contractors must provide all labor, equipment, materials, tools, transportation, and incidentals necessary to complete the project. To be considered, bidders must have completed at least two contracts as a Prime Contractor or Subcontractor for livestock fence and metal fabrication since April 2019, with each contract valued at $50,000 or greater. Bidders are required to submit a qualification form, solicitation bond, and electronic response through the Swift Portal by April 4, 2024, at 2:00 PM, with the option to schedule a site visit by contacting Project Supervisor Tyler Larson at 218-616-4061. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with the contract term effective from May 1, 2024, through March 15, 2025.

The solicitation does not explicitly mention specific set-aside designations for disadvantaged enterprises or restricted participation. The bid requires contractors to demonstrate a clean safety record, including no defaults, contract terminations, or significant OSHA citations in the past 36 months. While no incumbent vendors are identified, the project appears to be a state-funded initiative with no specific technology integration requirements. The unit price submitted must comprehensively include all associated costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax. Although a specific budget range is not disclosed, the requirement for previous contracts valued at $50,000 or more suggests the project will likely be in a similar financial range. The DNR reserves the right to award items separately, by grouping items, or by total, depending on what is most advantageous to the state, and may potentially limit the project scope based on available funding.
