The Minnesota Department of Natural Resources (DNR) issued Request for Bids (RFB) 2026-555 seeking qualified contractors to provide portable restroom services at approximately 90 public water access sites and trailheads across seven counties in north-central Minnesota: Cass, Clearwater, Beltrami, Hubbard, Becker, Wadena, and Mahnomen. The service period runs from May 2, 2026 through October 3, 2026 (approximately 23 weeks), with all units required to be operational by May 2, 2026 and removed by October 17, 2026. The procurement encompasses labor, equipment, materials, rental, placement, tools, transportation, licenses, and all incidentals necessary to provide the restroom services. Required qualifications include possession of a current and valid Minnesota Pollution Control Agency (MPCA) License per MPCA Chapter 7080, proof that the contractor has not been found in default or had a contract terminated for cause within the last 36 months, and certification that the contractor has not received willful or repeated OSHA safety citations with final orders within the past 36 months. Weekly service requirements include pumping, disinfection, toilet paper restocking, and posting of service logs at each location. Unit pricing must be all-inclusive, covering labor, materials, tools, transportation, equipment, sales tax, use tax, and all other costs necessary for project completion. Responses must be submitted electronically through the SWIFT Portal by January 30, 2026 at 2:00 PM, with no email or faxed submissions accepted. Questions must be submitted by January 27, 2026 to Masami Evans at 208-308-2630 or masami.evans@state.mn.us. Site visits may be arranged by contacting Project Supervisor David B. Schotzko at 218-766-7529 or david.schotzko@state.mn.us. The award will be made to the lowest responsible vendor meeting all specifications and contract terms and conditions for each bid group.

No specific set-aside designations for disadvantaged enterprises are identified in the solicitation; however, Minnesota Resident Vendors may receive preference consideration in the event of tied bids. The solicitation does not identify any incumbent vendors or current contractors. Standard insurance requirements include Commercial General Liability coverage of $1,000,000 per occurrence, Commercial Automobile Liability coverage of $1,000,000 combined single limit, and Workers' Compensation insurance with statutory coverage. All bidders must submit a completed Contractor Qualification Form and acknowledge compliance with all general terms, special terms and conditions, and specifications outlined in the attached documentation. The State reserves the right to adjust the number and types of units, add new locations as needed, and award items separately, by grouping, or by total as deemed most advantageous.
