About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for Northwest Region Call When Needed Forestry Road Maintenance services, specifically targeting road maintenance activities across multiple counties including Hubbard County. The solicitation covers labor, equipment, materials, and services for dozer, excavator, skid-steer, and maintenance graveling work on state forest roads in the Northwest region. Typical work includes washout repair, ditch cleaning, culvert clearing and installation, and spot gravelling on forest roads with 16-18' driving surfaces. Contractors must submit electronic bids through the Swift Portal by March 28, 2024, with a non-mandatory pre-bid meeting scheduled for March 20, 2024, at the Region 1 DNR Headquarters in Bemidji. Evaluation criteria include compliance with solicitation specifications, with award going to the lowest responsible vendor meeting all requirements. Bidders must complete and upload a comprehensive price schedule, with unit prices including all associated costs such as labor, materials, transportation, equipment, and taxes.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises, though there is a potential preference suggested for certified small businesses majority owned and operated by veterans. No incumbent vendors are identified in the documentation. The contract allows for bidding on multiple geographic bid groups, with contractors able to submit proposals for one, several, or all designated areas. While specific budget ranges are not detailed, the contract is structured as a call-when-needed service with work to be completed by December 15, 2024. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The state reserves the right to award items separately, by grouping, or by total, depending on what is most advantageous to the state. Direct Pay Permit 1114 does not apply to this project, and the DNR will be the final determining factor in assessing vendor qualifications.
