About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for mechanical site preparation services in the Northeast Region, specifically for winter site preparation on approximately 270 acres across 4 sites within the Two Harbors DNR Forestry Area located in Cook and Lake Counties. The project requires contractors to provide all labor, equipment, materials, tools, transportation, and incidentals necessary to complete mechanical site preparation, including rock raking, KG blading, and straight blading. The work is to be performed between December 1, 2024, and February 1, 2025, with bids due by September 24, 2024, through the Swift Portal. Evaluation criteria include compliance with solicitation requirements, with the award going to the lowest responsible vendor meeting all specifications and terms. The DNR will be the determining factor in assessing vendor qualifications, and the State reserves the right to award items separately, by grouping, or by total, whichever is deemed most advantageous. Unit pricing must include all associated costs such as labor, materials, transportation, equipment, sales tax, and use tax.

The DNR demonstrates a commitment to diversity and inclusion, encouraging participation from targeted group, economically disadvantaged, and veteran-owned businesses. While no specific set-aside percentages are explicitly stated, the solicitation indicates preferences for Minnesota resident vendors and certified veteran-owned small businesses. The project will be funded through state sources, with a total estimated project scope of approximately 270 acres divided into two bid groups: Group A at 45.4 acres and Group B at 29 acres. Interested contractors must be registered as either a bidder or supplier to participate in the solicitation, and those needing assistance can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. No incumbent vendor information is provided, and the solicitation does not specify a precise budget range, instead focusing on per-acre pricing and comprehensive project requirements. Contractors must provide proof of insurance and comply with all specified terms and conditions to be considered for award.
