About this file
This document is an Addendum to a Request for Bids (RFB) issued by the Minnesota Department of Natural Resources (DNR) for mechanical site preparation services in the Northeast Region. The RFB seeks bids for all labor, equipment, materials, tools, transportation, and incidentals necessary to perform site preparation on approximately 270 acres across 4 sites in Cook and Lake Counties. The Addendum provides responses to 8 questions from potential bidders regarding compensation, weather restrictions, equipment requirements, and site mapping. It references the detailed specifications in the original RFB document.
The RFB requires bidders to submit their responses electronically through the Swift Portal. Award will be made to the lowest responsible vendor meeting all specifications and terms. The State reserves the right to award items separately, by grouping, or by total, whichever is deemed most advantageous. Pricing must include all costs, and a Direct Pay Permit does not apply to this project. Contractors needing assistance with registration or responding can contact the Contractor Assistance Help Desk.

ADDENDUM #1
9/18/2024
QUESTIONS AND ANSWERS (in red):
Q1) Will there be compensation for costs incurred by the contractor if the contract is canceled due to non-frozen condition determined by project supervisor?
A1) No, see page 21 State’s Responsibilities, letter D - “The State may cancel listed sites due to budgetary constraints, unforeseen changes in site conditions, or if weather (snow, frost) conditions are no longer appropriate.”
Q2) Will there be compensation to the contractor for modifications or replacement of specified equipment and attachments requirements which fails to meet performance requirements as determined by site administrator?
A2) No, see page 20 Specifications for Bid Group A, Specifications for Bid Group B, letters A - “The following equipment is required to be furnished by the Contractor:
• Minimum size dozer Cat D7 or equivalent
• Rock Rake (which can provide a minimum of 2” soil penetration)
• KG Blade
• Straight Blade “
Q3) Should we assume the estimated site acreage has been determined by the site administrator who determines workable and non-workable acres on that site? How accurate do you believe your acreages estimates are?
A3) See Page 21, Contractor’s Responsibilities, letter G – “G. Contractor agrees that all acreages listed in this document and on the Site Prep Proposals are estimates. Any difference in the actual acres completed will be paid for at the bid rate for that tract. Non-treatable acreages (determined non-treatable by site administrator) less than ½ acre are included in treatable site acreage values. Non-treatable acreage reserves equal to or greater than ½ acre are not counted towards the tract’s treatment acreage.”
Q4) Will there be compensation to the contractor for having specified equipment and staff in stand by status on December 1st until the site administrator determined the conditions are favorable to proceed with the work?
A4) No, see page 18, 1.15 Measurement and Payment – “Payment will be made for the number of acres completed to contract specifications and acceptance of the Project Supervisor in accordance with terms of the contract.”
Q5) What will be the process, if weather changes site conditions and modifications or cancelation occurs?
A5) See page 20, Specifications for Bid Group A, Specifications for Bid Group B, letters B – “Timing and weather restrictions
1. Site must be adequately frozen (as determined by the Project Supervisor) before work begins to avoid compaction and rutting.
2. If weather events create a significant change in soil frost conditions or snow depth exceeds 18 inches while work is in progress the Contractor must stop operation and contact the Project Supervisor.”
Q6) We are not familiar with achieving mineral soil scarification on frozen ground with a K/G blade. Could you explain this process?
A6) Some more info on the standard practices proposed straight from the public DNR website, click link below -

Q7) We are not familiar with using a Rock Rake blade on frozen ground to achieve mineral soil scarification. Could you explain this process?

Q8) Have the regeneration pockets to be reserved been established and marked out? Are these reserve islands deducted from estimated acres?
A8) The only time the DNR flags areas is if they are not readily definable on the ground. That is in rare cases because the DNR uses georeferenced digital maps (Avenza maps) that include reserves.
See page 21, State’s Responsibilities, letter B – “The State’s Area staff will develop and provide georeferenced digital site maps (e.g. Avenza maps) for all sites.”
