About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the MN Unique Well #208571 Sealing Project located in Centerville, Anoka County. The procurement is a Request for Bid (RFB) for professional well sealing services involving a groundwater monitoring well installed in 1969. The project requires comprehensive well sealing, including perforating the 4-inch well casing from 0 to 200 feet, sealing the entire well with neat cement grout, cutting off and removing well casing two feet below grade, and site restoration. Qualified bidders must be registered and licensed with the Minnesota Department of Health as a Well Contractor and must comply with Minnesota Rules, Chapter 4725. The bid solicitation is open from April 7, 2025, 10:15 AM to April 18, 2025, 2:00 PM, with all work to be completed by October 10, 2025. Interested contractors can contact project supervisor Jacob Kolke at 651-392-9491 for a site visit, and all responses must be submitted electronically through the Swift Portal. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with evaluation criteria focusing on compliance, pricing, and ability to complete the project as outlined.
The state encourages participation from diverse businesses, including those owned by minorities, women, veterans, and individuals with substantial physical disabilities. Bidders must provide solicitation security of 5% of their total bid if the response exceeds $50,000 and carry specific insurance coverage, including workers' compensation, automobile liability, and commercial general liability with the State of Minnesota named as an additional insured. The project requires compliance with prevailing wage requirements for state-funded construction projects, with wage rates specified for various labor classifications. While a precise budget is not explicitly stated, the solicitation indicates the state will evaluate bids based on comprehensive unit pricing that includes labor, materials, tools, transportation, equipment, and all associated taxes. The contract allows for potential preferences for Minnesota resident vendors and veteran-owned small businesses. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and are advised that failure to respond to the latest event version may result in bid rejection.
