About this opportunity

The Minnesota Department of Natural Resources (DNR) is soliciting bids for the Littlefork Area Right-of-Way Invasive Species Treatment project, seeking a contractor to perform herbicide application on state forest roads. The procurement covers approximately 61.2 miles of forest roads spanning 203.5 acres and a 3-acre gravel pit, with the goal of controlling invasive plant species such as spotted knapweed, common tansy, wild parsnip, non-native thistle, and reed canary grass. Bidders must demonstrate at least two years of experience in broadcast forest or roadside herbicide application and have on-site applicators with a minimum of one year of experience. Contractors are required to possess a current Minnesota Commercial Pesticide Applicator License in specific categories and submit proof of licensure with their bid. The solicitation (No. 2025-735) requires electronic submission through the Swift Portal, with bids due by April 8, 2025, at 2:00 PM, and project completion expected by June 30, 2025. Potential bidders can contact Project Supervisor Nicholas Riley at 218-888-9055 for a site visit, and the award will be made to the lowest responsible vendor meeting all specifications.

The DNR emphasizes diversity and inclusion in this procurement, with potential preferences for Minnesota-based small businesses, including those owned by minorities, women, veterans, and individuals with disabilities. Contractors must provide all necessary equipment, including broadcast sprayers, ATVs, trucks, and backpack sprayers, and follow strict environmental guidelines, including invasive species prevention protocols and pollinator best management practices. The project will be awarded on a per-acre basis for three line items: Highway Vehicle Access Roads (126.5 acres), OHV Access Roads (77 acres), and Gravel Pit (3 acres). While specific budget ranges are not explicitly stated, the DNR reserves the right to adjust the project scope based on available funding. Bidders must be registered vendors and complete a qualification form demonstrating their ability to identify and treat the specified invasive plant species. The state will use specific herbicides such as OpenSight and Garlon 3A for the treatment, and contractors must comply with all environmental and application requirements outlined in the solicitation documents.
