About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the selective demolition of structures at the former Upper Sioux Agency State Park in Yellow Medicine County, near Granite Falls. The project involves the comprehensive removal of select buildings, vault toilets, landscaping, concrete pads, foundations, kiosks, structures, fuel tanks, fencing, waste materials, septic tanks, and rubbish piles. Successful bidders must provide all necessary labor, equipment, materials, permits, and perform site preparation, erosion control, and post-demolition grading and seeding. Contractors are required to have completed at least one prime contract valued at $150,000 for demolition with erosion control since 2020, and must not have been found in default or received OSHA safety citations in the past 36 months. A mandatory pre-bid meeting is scheduled for March 4, 2025, at 11:00 AM at the former Interpretive Building, and all bids are due by March 18, 2025, through the Swift Portal. Evaluation criteria will include project milestone completion, communication effectiveness, on-site supervision, subcontractor coordination, prevailing wage law compliance, and payment practices.
The procurement allows for potential participation by Targeted Group Businesses, Economically Disadvantaged Businesses, and Veteran-Owned Businesses, with contractors required to submit a First-Tier Subcontractors List detailing their workforce composition. Bidders must be registered with the Minnesota Department of Labor and Industry and comply with workforce and equal pay requirements, with exemptions possible for businesses employing fewer than 40 employees. The project includes specific requirements for hazardous materials abatement, including removal of asbestos-containing materials and coordination with a Tribal Historic Preservation Office representative during certain demolition activities. Responses exceeding $50,000 must include a 5% bid security bond, and the contract will be awarded to the lowest responsible vendor meeting all specifications. While a specific budget range is not explicitly stated, the project requires comprehensive demolition services with complex environmental and historical preservation considerations, suggesting a potentially significant contract value for the selected contractor.
