The scope of work requires contractors to reclaim the existing 2 inches of bituminous and aggregate base to a 6-inch depth, grade and compact the reclaimed material, and apply 2 inches of bituminous base and 1.5 inches of bituminous wear course in accordance with Minnesota DOT typical surface sections. Additional deliverables include topsoil preparation, seeding, and mulching of pavement edges, with all work required to maintain existing parking lot grades to comply with ADA guidelines and ensure handicap stall slopes do not exceed 2 percent. Contractors are automatically disqualified if they have been found in default or had a contract terminated for cause within the last 36 months or have received any willful or repeated OSHA safety citations resulting in final orders within the same period. All responses must be submitted electronically through the Swift Portal no later than February 20, 2026, with the posted date of February 6, 2026. Prospective bidders may schedule site visits by contacting Project Supervisor Jason Ko at 651-677-8483, and the Contractor Assistance Help Desk is available at 651-201-8100, Option 1, for registration and response completion support. Unit pricing must encompass all labor, materials, tools, transportation, equipment, sales tax, use tax, and all other costs necessary for project completion.
The solicitation does not specify any particular set-aside designations or restrictions on organizational types, disadvantaged enterprise requirements, or minority-owned business preferences in the available documentation. No incumbent vendors or current contractors are identified in the solicitation materials. The award will be made to the lowest responsible vendor meeting all specifications and terms and conditions outlined in the RFB, with the specific award value or budget range not disclosed in the posted opportunity summary. Bidders are responsible for reviewing all four attached documents, including the Solicitation Bond Forms, Qualification Form, detailed project specifications, and the First Tier Subcontractors List, and must comply with all stated requirements to avoid bid rejection. The Minnesota DNR will serve as the determining factor regarding vendor qualifications and specification compliance.
