About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for prescribed rotational goat grazing services at Flandrau State Park in Brown County. The procurement involves labor, equipment, materials, and services necessary to reduce the density of woody shrubs and invasive plants across 45.3 acres of oak savanna and woodland terrace forest communities. Specific vegetation targeted for removal includes buckthorn, garlic mustard, dames rocket, prickly ash, honeysuckle, and raspberries. The contract requires a minimum herd of 70 to 90 meat goats, with contractors responsible for mobilization, installing and maintaining fencing, conducting daily rotational grazing, and submitting comprehensive grazing reports. Key deliverables include a detailed grazing schedule, periodic site management, and documentation of vegetation reduction progress. The solicitation requires electronic bid submission through the Swift Portal by April 19, 2024, with work to be completed between April 25 and September 30, 2024, for a total of 158 contracted grazing days. Evaluation will focus on the lowest responsible vendor meeting all specified technical requirements and contract conditions.
There are no explicit set-aside designations or specific restrictions on vendor participation mentioned in the procurement documents. Contractors must be capable of providing the full scope of goat grazing services, including herd management, site-specific rotational grazing techniques, and comprehensive reporting. While no incumbent vendor is identified, the DNR will require thorough documentation of the contractor's experience and capability to perform the specialized ecological management service. The contract does not specify a precise budget range, but bidders must submit itemized pricing for mobilization, paddock setup, daily grazing rates, and associated project costs. Contractors will be evaluated on their ability to meet the technical specifications, with the State reserving the right to award the contract based on the most advantageous proposal, which may involve awarding items separately or in grouped configurations. Interested vendors must be prepared to comply with all technical requirements and demonstrate expertise in prescribed grazing for ecological restoration.
