The contractor supplies containers in good condition with covers, performs loading, hauling, and disposal at PCA-approved facilities, and submits monthly reports of actual or estimated weights. The contractor must also comply with Minnesota's waste diversion goal of 60 percent recycling for agencies outside the seven-county metro area. Compensation is a per-pickup rate for each container size and type, set out in Exhibit D, with payment monthly within 30 days of an undisputed invoice. Unit prices must include all costs, including labor, materials, equipment, tools, transportation, and disposal.

The DNR will award to the lowest responsible vendor that meets all specifications and terms, and may award by item, group, or total. Resident Vendor status may be considered for resolving tied low bids. Offers remain firm for 180 days.
