About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the Chosen Valley Wildlife Management Area (WMA) Grassland and Oak Savanna Restoration project located in Fillmore County. The procurement is a Request for Bid (RFB) for vegetation management services involving hand mechanical cutting, chemical stump treatment, basal spraying, and foliar spraying of unwanted woody vegetation across eight treatment sites covering 170.2 acres. Contractors must possess a current Minnesota Commercial Pesticide Applicators License and demonstrate prior experience as a prime contractor for similar large-scale vegetation management projects of at least 100 acres within the past 48 months. The bid responses are due on August 19, 2024, at 2:00 PM and must be submitted electronically through the SWIFT portal. Interested bidders can arrange a site visit by contacting Project Supervisor Don Ramsden at 507-796-3284. Evaluation criteria include lowest responsible vendor meeting all specifications, with the DNR reserving the right to award items separately, by grouping, or by total project. Unit pricing per acre is required for each of the eight treatment sites, and all bid prices must include comprehensive costs such as labor, materials, tools, transportation, equipment, and applicable taxes.
There are no specific set-aside designations for small businesses, minority-owned, or veteran-owned businesses for this contract. The DNR does not anticipate significant participation from these enterprise categories due to the specialized nature of the work. No incumbent vendors or current contractors are identified in the procurement documents. The project will be funded through state sources, with the DNR retaining the right to modify the scope or cancel the contract if sufficient funding is not available. While no specific budget range is explicitly stated, contractors must provide unit pricing for each treatment site, suggesting a project-specific pricing model. The contract must be completed by June 25, 2025, and contractors will be required to provide proof of insurance and comply with affirmative action requirements. Bidders who have had a contract terminated for cause in the last 36 months will be disqualified from responding to the solicitation.
