About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for invasive species management in the Chengwatana State Forest, specifically targeting the manual removal and herbicide application to control buckthorn and other non-native bush honeysuckle plants across approximately 10 acres. This Request for Bid (RFB) requires contractors to provide comprehensive services including labor, fuel, equipment, materials, herbicides, adjuvants, tools, transportation, and final cleanup. Qualified contractors must have a minimum of 2 years' experience in broadcast forest or roadside herbicide application using ground equipment, with on-site applicators possessing at least 1 year of herbicide application experience. Bidders must be able to accurately identify target invasive plants in their early summer growth stage and hold appropriate herbicide applicator licenses. The solicitation requires electronic submission through the Swift Portal by August 20, 2024, with a site visit available by contacting Project Supervisor Liam McClannahan at 763-284-7207. The project timeline stipulates that work cannot commence before September 1, 2024, and must be completed by April 30, 2025. The DNR will award the contract to the lowest responsible vendor meeting all specifications and terms, with the right to award items separately or by total as deemed most advantageous.
While the solicitation does not explicitly mention specific set-aside designations for disadvantaged enterprises, it does provide opportunities for contractors to claim Minnesota Resident Vendor or Veteran-Owned Small Business Preference by submitting required documentation. The bid requires contractors to affirm they have not received OSHA safety citations or experienced contract terminations for cause within the past 36 months. Pricing must be submitted on a per-acre basis and include all associated costs such as labor, materials, tools, transportation, equipment, and taxes. The RFB indicates that the Direct Pay Permit 1114 does not apply to this project. Contractors experiencing difficulties with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. While a specific budget range is not disclosed, the scope of work involves managing invasive species across 10 acres with comprehensive herbicide and manual removal services. The solicitation emphasizes that responses not complying with the specifications will be considered non-responsive and summarily rejected.
