About this file

This document is a Qualification Form for the 2025-019 Chengwatana 530th St Field Invasives Management solicitation issued by the Minnesota Department of Natural Resources (DNR). The solicitation seeks bids for the labor, fuel, lubrication, mobilization, equipment, materials, herbicides, adjuvants, tools, transportation, final cleanup, and other necessary items to manually remove and apply herbicide to control buckthorn and other non-native bush honeysuckle plants on approximately 10 acres of Chengwatana State Forest land. Contractors must have a minimum of 2 years' experience in broadcast forest herbicide application or roadside/rights-of-way application using ground equipment, and on-site applicators must have at least 1 year of herbicide application experience using ground equipment. Contractors and applicators must also be able to accurately identify the target invasive plants in their early summer growth stage. Responses must be submitted electronically through the Swift Portal by the due date, and the award will be made to the lowest responsible vendor meeting the specifications.

The Qualification Form requires bidders to provide details on their herbicide applicator licenses and licensing numbers, and affirm that the company has not had any OSHA safety citations or contract terminations for cause within the last 36 months. The contract does not utilize a direct pay permit, and pricing must include all costs. The State reserves the right to award items separately, by grouping, or by total, whichever is deemed most advantageous.
