About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the Boyd Sartell Wildlife Management Area (WMA) Wetland Restoration project, solicitation number 2025-937, located in Rice County. The procurement involves comprehensive wetland restoration services, specifically requiring contractors to remove drainage tile, install a small ditch plug, and perform site restoration activities. Key deliverables include daylighting existing tile by replacing a segment with nonperforated tile, constructing an approximately 180-foot earthen embankment with a rock spillway, and implementing site-specific restoration protocols. Contractor qualifications mandate completion of at least two written and verifiable contracts for wetland enhancement or agricultural drainage since March 2022, with a minimum total contract award of $5,000. Evaluation criteria will focus on lowest responsible vendor meeting all specifications, with bidders required to submit a comprehensive unit price covering labor, materials, tools, transportation, equipment, and taxes. The solicitation is open from 05/14/2025 to 05/27/2025, with a project completion deadline of 06/30/2025, and interested parties can schedule a site visit by contacting Project Supervisor Jeanine Vorland at 507-475-2900.
The procurement includes several set-aside and preference provisions for disadvantaged business enterprises, specifically prioritizing Minnesota-based small businesses owned by minorities, women, veterans, or individuals with disabilities. Contractors must complete a First-Tier Subcontractors List documenting any subcontractors and their potential certified business status, with a requirement to verify that all first-tier subcontractors meet minimum responsible contractor criteria under Minnesota Statute 16C.285. Responses exceeding $50,000 will require a solicitation security bond equal to 5% of the bid amount, and contractors must provide comprehensive insurance coverage including workers' compensation, automobile liability, and commercial general liability. While no incumbent vendors are specified, the project emphasizes environmental restoration with specific requirements for invasive species prevention and polluter best management practices. The total estimated project value is under $50,000, with the final award determined by multiplying submitted unit prices against estimated quantities across 11 specific line items ranging from tile breaking and capping to sediment removal and erosion control measures.
