About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the Bohman Parking Lot Gravel & Grading project located at the Rainy Lake Bohman Public Water Access in northern Minnesota. The project requires a contractor to provide comprehensive site preparation, including labor, equipment, mobilization, permits, and materials to deliver, spread, and compact approximately 1,800 cubic yards of Class 5 aggregate across 65,000 square feet of area. The solicitation requires electronic bid submission through the Swift Portal by September 10, 2024, at 2:00 PM, with a site visit available by contacting Project Supervisor Chris Suihkonen at 218-300-7844. Evaluation criteria include compliance with specifications, with award going to the lowest responsible vendor meeting all terms and conditions. Contractors must include all associated costs in their unit pricing, covering labor, materials, tools, transportation, equipment, and taxes. The project timeline mandates substantial completion by December 1, 2024, with final completion by December 15, 2024.
The procurement includes provisions for targeted business participation, with a 12% preference for certified veteran-owned small businesses. Contractors must complete a First-Tier Subcontractors List (Attachment A) if their response exceeds $50,000, which requires listing subcontractor details and verifying their compliance with responsible contractor criteria under Minnesota Statute 16C.285. A Workforce and Equal Pay Declaration form is mandatory, with certificate requirements triggered for businesses with 40 or more employees and contracts exceeding specific dollar thresholds. Bidders must provide a solicitation bond for responses over $50,000 and demonstrate capability to meet all project specifications. While specific budget ranges are not explicitly stated, the comprehensive nature of the project suggests a substantial investment in improving the public water access parking lot infrastructure. Contractors will need to demonstrate expertise in aggregate placement, site preparation, and compliance with state procurement regulations.
