About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for the Bayport North Wildlife Management Area Woody Biomass Piles Removal project located in Washington County. The procurement is a Request for Bid (RFB) for comprehensive removal of 36 separate woody biomass piles, requiring all necessary labor, equipment, materials, tools, and transportation for complete off-site disposal. Bidders must remove the woody biomass without burning or burying materials on-site, with potential use of chippers or tub grinders, and are responsible for smoothing any holes or ruts created during removal. A mandatory pre-bid meeting is scheduled for December 16, 2024, at 1:00 PM at the WMA parking lot in Oak Park Heights, and all electronic bid submissions must be made through the Swift Portal by December 20, 2024. Contractor qualifications include demonstrating completion of at least one similar project valued at $50,000 or greater since August 1, 2019, and contractors must provide proof of no contract defaults or significant safety violations in the past 36 months. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with project completion required by March 14, 2025.
The state encourages participation from minority-owned, women-owned, veteran-owned businesses, and businesses owned by persons with substantial physical disabilities. While specific set-aside percentages are not explicitly defined, the procurement documents suggest preferences for Minnesota resident vendors and veteran-owned small businesses, with a potential 12% preference on the first $2 million of the contract. Vendors must submit a Prime Contractor Response Qualification Form demonstrating their capabilities and past project experiences. The state reserves the right to contact references and evaluate contractor responsibility based on factors including project milestone achievement, communication, supervision, and compliance with prevailing wage laws. Although a specific budget range is not provided, the project involves removal of biomass from 36 separate piles, suggesting a moderate-scale contract. Partial payments may be issued on a site-by-site basis for completed piles, with final payment contingent upon full completion and acceptance by the DNR.
