About this opportunity
The Minnesota Department of Natural Resources is soliciting bids for mowing approximately 52.1 miles of road right-of-way in northern Aitkin County state forests under RFB 2027-263, with bids due October 12, 2026 at 2:00 p.m. CDT. This is a "no work guaranteed" contract with no minimum or maximum mileage commitment; the State controls work frequency, timing, and location based on weather, seasonal demands, and budget. The contract includes a 12% evaluation preference for certified targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses, plus 6% preference for DEED/DHS providers.
Prime contractors must demonstrate substantial completion of at least two written and verifiable contracts of similar scope since January 2022, with at least one valued at $5,000 or greater, and provide property owner references with contact information and completion dates. Contractors are automatically disqualified if they have been found in default, had a contract terminated for cause within the last 36 months, or received willful or repeated OSHA safety citations with final orders issued during that period.
Work spans 19 forest roads across Hill River, Savanna, and Waukenabo state forests through December 31, 2027, with an estimated three mowing rounds totaling approximately 156.3 miles. The minimum mowing width is 4 feet from the visible road edge. All operators must possess a minimum of 150 hours of experience on the specific equipment type designated for the project; bidders must name at least two operators and estimate their operating hours. Equipment must be thoroughly cleaned before site entry to prevent invasive weed spread. Contractors must comply with Tansy and Spotted Knapweed management and pollinator best management practices.
Unit bid pricing must include all labor, materials, tools, transportation, equipment, and applicable taxes. Monthly invoices are due within 10 days of month-end and must include itemized work dates and monthly log sheets. Required insurance includes Commercial General Liability ($1.5 million per occurrence), Commercial Automobile Liability ($1.5 million combined single limit), and Workers' Compensation per Minnesota statutory requirements. All responses must be submitted electronically through the Swift Portal. Site visits can be arranged by contacting Project Supervisor Derek Wagner at 218-429-3019 or derek.wagner@state.mn.us. Questions are due October 12, 2026 to barbara.swanson@state.mn.us.
