About this opportunity
The Illinois Department of Information Technology is requesting quotes for fiber-based point-to-point metro-ethernet transport service to connect a Department of Natural Resources facility in Sparta to an Illinois Century Network Point of Presence site, with quotes due June 16, 2026 under RFQ DNR-R025.
The scope is last-mile wide area network connectivity delivered via fiber only; copper and wireless are not acceptable. The service must be delivered inside the building to the DoIT-designated telecom room at both the Sparta location (1 Main Event Lane, Sparta, Illinois 62286) and the ICN POP site, with termination on a vendor-provided switch. The Sparta site currently operates with a 500 MB bandwidth requirement. Vendors must submit all-inclusive pricing with no additional taxes, fees, surcharges, or pass-through charges — including regulatory recovery fees, universal service fees, or telecommunications-related surcharges — permitted after award. Bidders must complete each option line item for additional bandwidth tiers to be considered responsive; option line items will not determine award except in cases of ties but may be exercised by the agency during the service term for changing bandwidth needs.
Award is based on total cost of ownership calculated as monthly recurring charge multiplied by service term plus non-recurring installation costs per site location. Electronic submissions must be entered into the BidBuy platform. If the bidder has executed a contract with DoIT within the past twelve months for similar products or services, the negotiated terms and conditions from that previous contract shall apply to this solicitation without further negotiation. The primary contact for the Sparta site is Matt Pennell at matt.pennell@illinois.gov or 618-503-6065. Attachment B provides specific POP Z end-location details and technical specifications required for routing and deployment planning.
