About this opportunity
The Illinois Department of Natural Resources is requesting bids for printing 160,000 copies of the 2026-2027 Digest of Hunting and Trapping Regulations, with proposals due June 4, 2026. Vendors must comply with Standard Illinois Certifications covering ethics, financial responsibility, labor practices, environmental compliance, anti-discrimination, cybersecurity, forced-labor prohibitions, and political-contribution restrictions; false certifications create liability under the Illinois False Claims Act. The contract is subject to Illinois prevailing wage requirements under 30 ILCS 500/25-60.
The scope requires production of a 64-page saddle-stitched booklet (approximately 8.5" × 11") printed four-color process on 30# recycled newsprint with minimum 50% recycled content, plus a bound-in insert card on 100# gloss cover stock and 1,600 supplementary order forms. Packing is 100 copies per case on pallets, F.O.B. destination to the IDNR Perschbacher Service Center in Pawnee, Illinois. Vendors must submit three Dylux proofs and one Match print proof within seven business days of receiving artwork, with final approval required before production. At least 500 cases must deliver by July 24, 2026, with 48 hours' advance notice required for delivery scheduling. Defective books must be replaced at no additional cost within 10–14 calendar days of notification. Printing overruns and underruns cannot exceed 1%. Vendors must provide samples of equivalent publications previously produced.
Vendors require general liability insurance of $1 million per occurrence and $2 million annual aggregate, plus workers' compensation and auto liability coverage as required by law. Subcontracting is permitted with prior written approval. The state retains all ownership of work products and intellectual property. The state may terminate for cause immediately or for convenience with thirty days' notice. Funding is contingent upon appropriation by the Illinois General Assembly.
