About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking a contractor to purchase and deliver approximately 855 tons of MNDOT Class V rip rap to a stream bank location approximately one mile south of Chatfield, Minnesota, situated in Goodhue County. The project involves delivering the rip rap material across a 2,300-foot agricultural field, with delivery restricted to times when the ground is sufficiently frozen to allow dump truck access. Specifically, tandem dump trucks must be used for delivery due to site access limitations. The contract term is set from January 3, 2025, to January 2, 2026, with a delivery deadline of March 1, 2025, to the DNR FAW Lanesboro facility. Interested vendors must submit their responses electronically through the Supplier Portal by January 10, 2025, at 2:00 PM Central Time, with all questions about the solicitation to be submitted in writing to kyle.ballantyne@state.mn.us by the same date and time. Evaluation criteria include pricing, with special consideration given to targeted group businesses and environmental preferences for recycled materials.

The solicitation includes preferences for targeted group businesses, with opportunities for economically disadvantaged businesses, minority-owned businesses, women-owned businesses, veteran-owned businesses, and businesses located in economically disadvantaged counties. Veteran-owned businesses can claim a 6% preference on state procurements, and businesses can receive points equal to 12% of the total available points for meeting these diversity criteria. The State reserves the right to increase or decrease the total amount of rip rap needed and will award the contract based on the most competitive contracted rate for both rip rap and clean crossing rock delivery. Prompt payment discounts ranging from 1-5% are available for payments made within 10-30 days, though these will not be factored into the evaluation process. While a specific budget range is not explicitly stated, the contract allows for flexibility in procurement, with the DNR not guaranteeing a specific purchase volume. Vendors must be prepared to provide all associated costs, including duties, permits, licenses, overhead, profit, and insurance in their proposal.
