About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for 104 new Black Diamond trekking pole sets or DNR-approved equals, with questions due October 29, 2026 at 2:00 p.m. CT and bids due November 4, 2026 at 2:00 p.m. CT. The State offers a 12 percent preference in points to certified Targeted Group, Economically Disadvantaged, and Veteran-Owned businesses, and a 6 percent preference to eligible DEED/DHS providers.
Each set includes a pair of 3-piece adjustable trekking poles with two external level locks, EVA foam grip or equivalent, adjustable strap, aluminum construction, 100–140 cm usable length, baskets, and tip covers, with a minimum 2-year warranty. The Black Diamond Trail reference model is listed, and the contractor must be an authorized dealer or reseller supplying current production models, fully assembled. Prohibited substances include intentionally added PFAS under Amara's Law, effective January 1, 2025.
The estimated value is $7,000 to $17,000 for one year, an estimate that imposes no minimum or maximum obligation on the State. The contract runs from November 4, 2026 through June 30, 2027, with an option to extend up to an additional 12 months. Pricing must be firm, fixed, and FOB destination with freight included, and the State pays no sales tax under its Direct Payment Authorization Letter. Payment is Net 30. Delivery goes to DNR at 500 Lafayette Road, St. Paul, with a target of December 1, 2026 or the soonest available date. Bidders enter unit pricing directly in SWIFT and must include Responder Declarations (Attachment A) and Responder Forms (Attachment C). Product documentation and samples are available on State request at no charge.
Responses must be submitted through the SWIFT Supplier Portal; non-electronic and email responses are rejected. Written questions go to Cherri Neuschwander, and answers will be issued by addendum. Contact with other State personnel may result in rejection. The solicitation also encourages Minnesota-based small businesses, as defined by Office of Equity in Procurement size standards, to self-identify, including women-owned, minority-owned, service-disabled veteran-owned, and businesses in economically disadvantaged counties.
