About this opportunity

The Minnesota Department of Natural Resources (DNR) is conducting a competitive solicitation for single occupancy lodging in Fergus Falls, Minnesota, for a Dam Removal, Ecological Implications, & Challenges workshop scheduled for August 11-13, 2024. The procurement requires a vendor to provide 30 single occupancy rooms on August 11 and 45 rooms on August 12-13, along with conference facilities including a general session room, breakout rooms, an exhibitor area, a mothers' room, and a prayer room to accommodate up to 45 attendees. All responses must be submitted electronically through the SWIFT portal by April 11, 2024, at 2:00 pm Central Time, with no email or faxed submissions accepted. The contract will be effective from July 1, 2024, to December 1, 2024, and the DNR will issue only one purchase order per vendor. Evaluation criteria will focus on meeting specified facility requirements, compliance with ADA standards, fire safety codes, and COVID-19 guidance, with the DNR serving as the final arbiter of vendor qualification. Potential vendors must review all attached documents, including the sample contract, solicitation content, and pricing schedule, and be prepared for potential facility inspections prior to contract award.

The solicitation includes provisions for veteran-owned and economically disadvantaged business preferences, with opportunities for certified small businesses under the state's Small Business Procurement Program. Bidders will be asked to disclose whether their business is based in Minnesota, considered small according to OSP size standards, and majority owned, operated, and controlled by specific diverse entities. While no incumbent vendor is specified, the contract appears to be a one-time purchase with a focused scope. The pricing structure requires vendors to provide per-night room rates inclusive of all taxes and fees, with the understanding that individual conference attendees will be responsible for their own lodging payments. No specific total contract value or budget range is explicitly stated in the documents, but the requirement for 75 total room-nights over two days suggests a moderate-scale procurement. The state reserves the right to reject all proposals or award to multiple vendors, maintaining flexibility in the procurement process.
