About this opportunity

The State of Illinois, through the Department of Natural Resources (IDNR), is seeking vendors to operate a bait shop and boat rental concession at the Johnson Sauk Trail State Recreation Area in Kewanee, Illinois. The selected vendor will be authorized to sell and rent boating equipment, bait, state hunting and fishing stamps, marine, fishing, picnic and camping supplies, ice fishing supplies, Illinois Native Firewood, and non-alcoholic beverages. By the second year of the contract, the concession must also offer at minimum kayaks, paddle boats, and Jon boats for rent. The initial contract term is from the date of signature to the Governor through December 31, 2028, with four additional 5-year renewal options available. Bidders must submit pricing as a percentage of gross receipts to be deposited into a reserve account, with IDNR anticipating a fair reserve payment percentage of no less than 1% for the first year, 2% for the second year, and no less than 5% for all remaining years.

The contract is not subject to any small business, minority, women, or veteran-owned business set-aside requirements, and IDNR will accept the highest bid from a responsive and responsible bidder. Vendors must have an active registration in the Illinois Procurement Gateway (IPG) and submit the required vendor disclosure forms, including certifications regarding eligibility to do business with the state. There is no listed incumbent vendor or budget range provided, and the award value will be based on the percentage of gross receipts offered by the winning bidder.
