About this opportunity
The Michigan Department of Natural Resources (DNR), Law Enforcement Division is seeking qualified vendors to supply five complete, stand-alone hunting simulator kits through Request for Proposal 19-2827. The systems are intended for educational outreach and Michigan Hunter Education programs, with deployment in classroom settings and enclosed trailers at state trade shows and events. Each simulator kit must include a projector, computer, camera, speakers, simulation software, infrared rifles and shotguns (minimum of two firearms per system), and all necessary operational components to function independently. The systems must provide realistic hunting and target shooting simulations with educational post-shot feedback capabilities, including shot location relative to animal vitals, aim tracking, and follow-through tracking, while operating effectively in various light conditions. Pricing must include delivery with F.O.B. destination terms to Constitution Hall in Lansing, Michigan. Questions from potential bidders must be submitted via email to Autumn Jones (jonesa63@michigan.gov) by Friday, August 2, 2019 at 3:00 p.m., with answers posted by August 6, 2019 at 12:00 p.m. EST. Proposals are due Thursday, August 9, 2019 at 9:30 a.m., and vendors must complete the pricing section of the RFP form and enter the total delivered price in the Line Item tab of the SIGMA VSS system.
The State will consider qualified disabled veteran (QDV) status as part of the evaluation criteria, and bidders seeking this designation must provide proof of service, discharge conditions, service-connected disability documentation, business ownership documentation, or National Veterans Business Development Council certification. Bidders may utilize subcontractors and must provide subcontractor information if applicable. Payment terms are net 45 days after receipt of invoice, with vendors able to offer quick payment discounts. The RFP does not specify an award value or budget range. Sole point of contact throughout the solicitation process is Autumn Jones; contacting other state personnel may result in proposal disqualification.
