About this opportunity
The Minnesota Department of Natural Resources (DNR) has issued a formal Request for Bid (RFB) for the procurement of four (4) outboard motors to be used on Minnesota waters, specifically seeking one 15HP motor, one 9.9HP motor, and two 6HP motors. The solicitation, identified as SWIFT Event 2-16890, is seeking the newest model year Yamaha outboard motors or DNR-approved comparable alternatives, with specific requirements including 3-star CARB rating, electric or manual start, power trim, marine battery, and 3-gallon fuel tanks. Responses are due by March 25, 2025, at 2:00 PM Central Time, and must be submitted exclusively through the SWIFT Supplier Portal, with late or incomplete submissions being automatically rejected. The anticipated contract term runs from March 30, 2025, through September 30, 2025, with motors to be delivered to the DNR FAW Glenwood location by May 1, 2025, using ground shipping. Evaluation criteria will include considerations of targeted group preferences, environmental responsibility, and compliance with state procurement regulations, with the state reserving the right to award the contract to a single or multiple responders.
The solicitation includes robust diversity and inclusion components, actively encouraging participation from small businesses and businesses owned by racial minorities, women, persons with disabilities, veterans, or located in economically disadvantaged counties. Vendors must complete the State of Minnesota's Supplier Portal registration and provide detailed documentation including non-collusion certification, organizational conflict of interest disclosures, and veteran-owned preference forms. Certified small businesses majority owned and operated by veterans may receive up to a 12% preference in the procurement process. While no specific incumbent vendors are mentioned, the solicitation emphasizes strict compliance with specifications, requiring manufacturers to provide training manuals, sales literature, and standard warranties of at least one year. Though the exact budget range is not explicitly stated, the procurement involves four specialized outboard motors with specific technical requirements, suggesting a moderate to significant investment in marine equipment for Minnesota's state watercraft fleet.
