About this opportunity

The Minnesota Department of Natural Resources (DNR) Division of Ecological and Water Resources is seeking proposals for wood turtle surveys in northern Minnesota, specifically targeting river stretches in St. Louis and Lake counties with minimal or no previous survey efforts. The primary objective is to determine wood turtle occupancy, document habitat suitability, identify potential nesting areas, and collect comprehensive data on encountered turtles during spring 2025 and/or spring 2026. Contractors must possess significant experience, with a minimum of two field seasons (preferably five) conducting wood turtle surveys and identifying potential habitats in Minnesota. The evaluation criteria will assess contractor qualifications (50%), project approach (20%), and cost (30%), with vendors required to provide their own field equipment including canoes, GPS units, and safety gear. Proposals must be submitted electronically through the SWIFT Supplier Portal between February 18, 2025, at 8:00 AM and February 25, 2025, at 2:00 PM, with final delivery due by March 12, 2025, to the DNR EWR R2 NE Region office in Grand Rapids, Minnesota.

The procurement opportunity includes preferences for small businesses, with special consideration for Minnesota-based businesses owned by minorities, women, persons with disabilities, veterans, or those located in economically disadvantaged counties. Targeted Group Businesses can receive up to 12% preference, while Economically Disadvantaged Businesses and Veteran-Owned businesses may also receive preference points. Contractors must maintain $500,000 in general liability insurance and obtain a Minnesota Endangered Species Scientific Study Permit. While no specific budget range is explicitly stated, contractors must include comprehensive pricing that covers all project costs, including travel, equipment, and supplies, with the understanding that travel time to field sites will not be compensated. The DNR emphasizes strict confidentiality regarding survey locations due to the sensitive nature of wood turtle habitats, and contractors will be required to handle all collected data with appropriate discretion and scientific rigor.
