About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for engine repair services specifically for a 2014 International 7400 vehicle located in Rochester, MN. This formal Request for Bid (RFB) involves comprehensive repair work that includes parts and labor, with a primary focus on replacing the turbo and related components. The solicitation requires electronic submission through the SWIFT portal, with responses due by March 20, 2025, at 2:00 PM CT. Potential bidders must submit any questions in writing to Cherri.Neuschwander@state.mn.us no later than March 17, 2025, at 2:00 PM CT, and all questions will be addressed via an addendum. Qualified vendors must be certified service centers located within 75 miles of Rochester, MN, and must provide detailed documentation of parts and labor, including specific components such as turbo oil drain tubes, throttle kits, hoses, and remanufactured turbo parts. The contract specifications require precise pricing, with all costs inclusive and no additional charges permitted beyond the listed prices.
The procurement opportunity emphasizes diversity and inclusion, offering preference points for targeted groups including economically disadvantaged businesses, veteran-owned businesses, and businesses owned by racial minorities or persons with disabilities. Vendors must be registered in the SWIFT system and comply with environmental preferences, avoiding prohibited substances like triclosan and PFAS. The contract allows for potential multi-vendor awards and provides flexibility for contractors to offer lower pricing without requiring a contract amendment. While no specific budget range is explicitly stated, the contract term is set from March 20, 2025, to June 30, 2025, or until all contractual obligations are satisfactorily fulfilled. Bidders must be prepared to serve as the primary contact for warranty work and provide comprehensive equipment documentation. The state reserves the right to reject any or all bids and to award the contract based on its best interests, with a focus on securing the most advantageous proposal for the Department of Natural Resources.
