About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking janitorial services for its Detroit Lakes Consolidated Area Office through a competitive bid process (Solicitation #2025-759). The contract covers cleaning services for approximately 2,300 sq. ft. of hatchery space and 4,400 sq. ft. of main office space, with services to be performed after 5:30 p.m. on weekdays or during weekends. Deliverables include comprehensive weekly, monthly, and annual cleaning tasks such as emptying wastebaskets, washing tables, cleaning windows, removing cobwebs, and vacuuming air ducts. Contractors must demonstrate at least two years of janitorial service experience, provide three professional references, and submit proof of completed contracts with a minimum value of $4,500 each since July 1st, 2023. The bid solicitation requires contractors to supply all cleaning equipment and materials, with the DNR providing basic consumables like hand soap and paper towels. The contract period runs from July 1st, 2025, through June 30th, 2027, with bids due electronically through the Swift Portal by April 18, 2025, at 2:00 PM. Award will be made to the lowest responsible vendor meeting all specifications, with the state reserving the right to evaluate bids individually or in total groups.
The procurement includes opportunities for preferential consideration of Minnesota-based small businesses, with potential advantages for vendors owned by minorities, women, veterans, and individuals with substantial physical disabilities. All contractor personnel must pass background checks in compliance with the DNR's Criminal Background Check Policy. The solicitation requires comprehensive insurance coverage and mandates that unit prices include all associated costs such as labor, materials, transportation, equipment, sales tax, and use tax. While specific budget ranges are not explicitly stated, the contract involves 104 weekly, 24 monthly, and 4 annual cleaning service units. Invoicing will be conducted monthly, with bills submitted no later than the 10th of the following month. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The DNR will be the final arbiter of vendor qualification, with the potential to reject bids that do not fully meet the solicitation's comprehensive requirements.
