About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking a vendor to provide and deliver approximately 750 to 1,250 tons of MNDOT Class II rip rap, along with 35 tons of Class V road rock and 35 tons of 1 1/2" clean rock to the Lanesboro City Park located behind the Lanesboro Community Center in Goodhue County. The procurement is structured as a purchase order contract with specific delivery requirements, including on-site placement starting around October 15, 2024, during work hours of 7:00 AM to 5:30 PM, Monday through Thursday. Delivery must be accomplished using tandem dump trucks due to limited site access, and there is no stockpile site for the materials. The DNR will be the sole determinant of whether vendor specifications are met, and only one purchase order will be issued per vendor. Bids must be submitted electronically through the SWIFT portal by September 18, 2024, with no email or faxed responses accepted. Pricing must include all associated costs such as freight, materials, and labor, with the DNR reserving the right to reject any or all bids.

The solicitation incorporates preferences for targeted groups, including a 6% preference for veteran-owned and economically disadvantaged small businesses. Vendors must register as bidders or suppliers in the state's procurement system and may be subject to additional certification requirements. The contract includes provisions for environmentally responsible goods and services where practicable. Payment will be made only after all items have been received and approved, with no partial payments permitted. While no specific budget range is explicitly stated, the potential quantity ranges from 750 to 1,250 tons of primary material, suggesting a flexible procurement approach. The state emphasizes compliance with all specified requirements, with the DNR maintaining final discretion on vendor qualifications and bid acceptability. Vendors should be prepared to meet all administrative and technical specifications outlined in the solicitation documents, including those related to material quality, delivery logistics, and contractual obligations.
