About this opportunity
The Minnesota Department of Natural Resources is issuing a Request for Bid (RFB) under Solicitation #2026-831 for garbage and recycling collection services at Afton State Park in Washington County. The procurement seeks a qualified contractor to provide weekly pickup and disposal services for an 18-month contract period from July 1, 2026, through December 31, 2027. The scope of work includes loading, hauling, and disposing of mixed municipal solid waste and co-mingled recyclables from four containerized collection lines: three 4-cubic-yard garbage containers located at the Shop Yard, Camper Cabin Road, and Last Parking Lot, plus one 4-cubic-yard co-mingled recycling container at the Shop Yard, with an estimated 78 weekly pickup cycles per container during the contract term. The contractor must provide and maintain all four dumpsters/containers in good repair and clean condition, comply with all Minnesota Waste Management Act requirements and county solid waste plans, and obtain and maintain a Solid Waste Hauler License from Washington County at its own expense. Unit pricing must be submitted per container per pickup and must include all associated costs such as labor, materials, tools, transportation, equipment, and applicable taxes, though state sales taxes are non-applicable. Bid responses must be submitted electronically through the SWIFT Supplier Portal by April 28, 2026, at 2:00 PM, with questions due by April 23, 2026. Site visits are encouraged and can be arranged by contacting Project Manager Nick Bartels at 651-201-6780 or 651-201-6781. Award will be made to the lowest responsible vendor meeting all specifications and terms and conditions, with the State reserving the right to award items separately, by grouping, or by total as deemed most advantageous.
Bidders must declare Minnesota Resident Vendor status if applicable and provide proof of insurance upon award, including Commercial General Liability insurance with limits of $1,500,000 per occurrence, Commercial Automobile Liability insurance with combined single limits of $1,500,000, and Workers' Compensation insurance in accordance with state statutory requirements. The solicitation requires bidders to provide their legal business organization description and diversity and inclusion certification status, and contractors may be required to provide quarterly diverse spend reporting if the total contract value exceeds $500,000. No specific set-asides or restrictions limiting eligibility to particular enterprise types are noted in the available documents, and no incumbent vendor or current contractor information is identified. Payment will be made monthly at the end of each month for services rendered, with the State paying within 30 days of receipt of an undisputed invoice. While no explicit budget range or award value is stated, the estimated scope of 78 weekly pickups per container over the 18-month contract period provides a basis for contractor pricing estimates.
