About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking to procure two boat packages for water patrol operations through a formal Request for Bid (RFB) solicitation. The procurement involves two specific boat configurations: one Lund Alaskan 1675 SS (or DNR-approved comparable) with a 90HP Mercury motor and galvanized roller trailer, and one Lund Alaskan 1875 Sport (or DNR-approved comparable) with a 115HP Mercury Pro XS motor and galvanized roller trailer. Both boats must be 2025 or newer models and will be delivered to different DNR regional offices in Bemidji and Grand Rapids, Minnesota, by May 1, 2025. The solicitation requires electronic submission through the SWIFT Supplier Portal by March 4, 2025, at 2:00 PM CT, with any questions to be submitted in writing to sheri.karpenko@state.mn.us no later than February 24, 2025, at 2:00 PM CT. Vendors must provide comprehensive documentation including equipment sales literature, technical specifications, and product information upon request. The contract term is anticipated to run from March 1, 2025, through September 30, 2025, or until all contractual obligations are fulfilled.

The solicitation includes preferences for targeted business groups, offering potential advantage points for veteran-owned businesses (up to 12% preference), economically disadvantaged businesses, and DEED/DHS providers (6% preference points). Bidders must provide detailed pricing for each component (boats, motors, and trailers) and verify their status as original manufacturers or authorized dealers. The procurement allows for DNR-approved comparable models, providing some flexibility in meeting the specified requirements. While specific budget ranges are not explicitly detailed in the documentation, the contract emphasizes that prices listed in the Purchase Order are maximum prices and shall remain firm for the initial term. Vendors must include all associated costs in their pricing, including duties, custom fees, permits, brokerage fees, licenses, registrations, taxes, overhead, profit, and insurance payments. No sales tax should be added, as state agencies hold a Direct Payment Authorization Letter. The contract also mandates minimum warranty requirements of one year for boats and trailers and two years for motors.
