About this opportunity
The Colorado Department of Labor and Employment (CDLE), Division of Unemployment Insurance, is soliciting market research on modernizing or replacing its existing IBM FileNet Document Management System, with responses due August 14, 2026 at 11:59 p.m. Mountain Time through Bidnet Direct. This is a Request for Information (RFI) that will inform a future formal RFP; no awards result from this RFI, and responding is not a prerequisite for future solicitations.
CDLE seeks input from network service providers, infrastructure providers, equipment manufacturers, system integrators, consultants, and qualified entities on two paths: modernizing the current FileNet environment with potential cloud migration, or implementing a secure cloud-based content services platform as replacement. The division aims to complete migration and transition by the end of 2027. Current environment: 42 Datacap Units and 307 Business Automation Workflow Units under annual IBM licensing; 136,302 scanned documents and 38,147 faxed documents ingested over twelve months (July 1, 2025 – July 30, 2026); three business users and analysts administering FileNet and Capture with vendor support.
CDLE prefers cloud-based deployment on AWS or GCP with state-managed hosting. All SaaS solutions must achieve GovRAMP certification minimum and adhere to NIST SP 800-53 Moderate standards and Colorado OIT policies. CJIS compliance is pending final determination but vendors should design to full CJIS as baseline. The solution must integrate with MyUI+, support PingOne for SSO authentication, utilize Kodak i5800 scanner models, and support hybrid AI/ML and rule-based document classification. Remote and hybrid U.S.-based resources are permitted; offshore resources require prior OIT approval. No dedicated external document submission portal is required.
The RFI encompasses 61 detailed technical and operational requirements across data ingestion, document processing, metadata management, security, compliance, system architecture, disaster recovery, and implementation and migration. Budget, pricing, contract payment terms, personnel qualifications, and detailed project management controls are to be determined in a future formal solicitation. Questions are due July 30, 2026 to Marcus Lucero, Purchasing Agent V. RFI responses are confidential until after award or state determination not to pursue, then subject to Colorado Open Records Act inspection.
