About this opportunity

The Southwest Florida Water Management District is requesting bids on monitor well construction services at three sites in Polk County, Florida under RFB 26-4983, with bids due June 30, 2026 at 2:00 p.m. local time via DemandStar. Bidders must be Certified Florida Water Well Contractors — the gating eligibility requirement.

The scope spans construction of six monitor wells across three project sites: Lake Lowery (wells to 40 feet and 175 feet below land surface), Lake Annie (60 feet and 300 feet), and Coley Deep (40 feet and 320 feet). Each site includes detailed well-construction specifications in individual scopes of work. Bidders must supply all materials, drilling supplies, casing, screens, cement, and site restoration in their bid prices. The District reserves the right to award all three projects to a single low bidder or to award each site individually to its lowest responsive and responsible bidder.

Lake Lowery requires substantial completion by December 31, 2026 and final completion by March 5, 2027. Lake Annie must achieve substantial completion by December 31, 2026 or within 120 calendar days of work commencement (whichever is first), with final completion by March 5, 2027 or within 180 calendar days. Coley Deep requires substantial completion by March 5, 2027 or within 120 calendar days, with final completion by May 5, 2027 or within 180 calendar days; the Surficial Aquifer Monitor Well at Coley Deep must be substantially complete by December 31, 2026. Liquidated damages are $235.80 per day for delays beyond specified milestones. Contractors must be properly licensed and registered in Florida and comply with E-Verify employment eligibility verification.

Bidders must submit a 5 percent bid bond, cashier's check, or certified check with their proposal and provide three professional references. If the contract amount exceeds $200,000, a Payment and Performance Bond conforming to Florida Statutes Section 255.05 is required, with bond cost included in the total bid. The District retains 5 percent from each invoice and adjusts fuel costs when gasoline or diesel prices move more than 5 percent from bid prices. A non-mandatory pre-bid conference and site visits are scheduled for June 9, 2026. Written questions are due June 17, 2026 at 5:00 p.m. local time. Bid opening is virtual via Microsoft Teams on June 30, 2026.
