About this opportunity
The Illinois Department of Mental Health is requesting quotes for biohazard and hazardous pharmaceutical waste removal services at Packard Mental Health Center (PMHC), with quotes due June 9, 2026. The contract term runs from August 1, 2026, through June 30, 2029.
The scope consists of two service lines: monthly pickup of biohazard waste from three corrugated cardboard boxes (22" H × 24" W × 14.5" D) containing red biohazard materials, sharps containers, and unused liquid waste; and monthly pickup of hazardous drug pharmaceutical waste from six 1-gallon containers distributed across six living units, containing materials with drugs including Methatrexate, Tamoxifen, Tacrolimus, and other controlled substances. All pickups must occur Monday through Friday between 7 a.m. and 3 p.m., excluding State holidays. Vendors must coordinate with the Business Administrative Specialist prior to each pickup and access living units via designated East doors.
The solicitation is issued under Illinois Small Purchase procedures and is governed by the DMH Standard Terms and Conditions V23.2. Vendors must comply with Illinois Procurement Code requirements, demonstrate financial stability and operational capacity to handle biohazard and pharmaceutical waste management, and meet all applicable state and federal environmental and health regulations. The contract requires indemnification, liability provisions, and documentation of disposal procedures.
The RFQ does not specify a contract value, pricing structure, evaluation criteria weighting, or identify an incumbent contractor. Vendors should contact Packard Mental Health Center regarding billing procedures, service-level agreements, and any specific regulatory compliance certifications required beyond standard hazardous waste handling protocols.
