The Illinois Department of Human Services is requesting bids for an in-kind replacement of a commercial conveyor dishwasher at Chester Mental Health Center (1315 Lehmen Drive, Chester, Illinois) under a Small Business Set-Aside program, with bids due October 2, 2026 and a mandatory pre-bid meeting required for all bidders. Bidders must be registered with the Illinois Small Business Set-Aside Program at the time bids are due; this procurement is restricted to eligible small business vendors only.
The scope includes supply and installation of a new commercial conveyor-type, high-temperature dishwasher certified to NSF/ANSI Standard 3, replacing an existing Hobart CRS86 unit. The replacement equipment must operate on 480V, 3-phase power, integrate with the existing Lochinvar AWN286PM heater, and be compatible with existing Echo Labs chemical injection equipment. The contractor's obligations encompass all plumbing and electrical work, decommissioning and removal of existing equipment, equipment installation and commissioning, and proper disposal. All personnel must hold required licenses and certifications. Work is performed Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding state holidays.
The contract commences upon final execution and terminates June 30, 2027, with an initial term not exceeding ten years total including any renewals or extensions. This is a firm fixed-price contract; the maximum contract amount is to be determined and entered by the State prior to execution. The contractor must perform a minimum of 51 percent of total work with its own organization, with performance verified through Illinois Department of Labor Certified Payroll Reports and facility visitor logs. Subcontractors with annual contract values exceeding $100,000 require prior written approval and must provide financial disclosures and conflict-of-interest certifications.
Required insurance includes general commercial liability of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and worker's compensation as required by law. Prevailing wage requirements apply. Questions are due by 5:00 p.m. on September 25, 2026. Bid prices must remain firm for 90 days from opening. If the contract value exceeds $150,000, a performance bond is required post-execution.
