About this opportunity

DeKalb Public Health is seeking a qualified, licensed Georgia pharmacy to provide primary care medication dispensing services for its Ryan White patient population under RFQ No. 27-2033-RFQ14, with proposals due July 27, 2026 at 2:30 p.m. EST. This is a rebid.

The pharmacy must be located within approximately ten miles of the DKPH Ryan White Clinic at 445 Winn Way, Decatur, Georgia, and be accessible via public transportation. The scope includes dispensing prescribed primary care medications including controlled substances; conducting clinical reviews for safety, efficacy, and drug interactions; providing patient counseling on medication usage, side effects, and adherence support; performing drug utilization reviews; and offering same-day and next-day delivery options. The contractor must maintain a valid Georgia pharmacy license, comply with HIPAA and Board of Pharmacy regulations, operate a minimum of six days per week with hours comparable to 9:00 a.m. to 6:00 p.m., maintain adequate staffing including licensed pharmacists, and retain records for five years. Professional liability insurance with limits of $1,000,000 is required prior to contract execution.

The initial contract term is one year with options for four additional annual renewals, for a potential five-year relationship. Compensation is fee-for-service at market value cash price for medications actually dispensed; DKPH submits no upfront payments or deposits and reserves the right to purchase fewer, greater, or no quantities based on operational needs. In 2025, the Ryan White Program served 438 unduplicated clients with approximately 7,183 visits and historically prescribed primary care medicines to 0–15 patients per month at an average annual cost of $2,000 to $3,500. Performance standards include prescription turnaround within 48 hours, same-day/next-day delivery, monthly reporting by the fifth business day, and issue resolution within one to two business days. Evaluation is based on qualifications and experience only; cost and pricing are explicitly excluded from evaluation criteria. Questions are due July 20, 2026 at 2:00 p.m. EST to dkphsolicitations@dph.ga.gov.
