DJJ SS 23/24 SkyBase Communications

The state of Florida, through the Department of Juvenile Justice, is seeking to acquire a Push-to-Talk Satellite network, known as FloridaSatNet, that is developed and managed by SkyBase Communications. This network allows public safety users the ability to communicate amongst themselves and with other agencies throughout the state. The primary FloridaSatNet Channel is monitored by the Florida Division of Emergency Management and can be used by responders to contact the State Emergency Operations Center during or after an emergency. The contract will primarily serve the jurisdictions of Leon County and the City of Tallahassee. The agency is justifying a single-source acquisition due to the unique and necessary nature of the SkyBase Communications network and has invited prospective vendors to provide information on their ability to supply the requested services. The estimated dollar amount for the contract is $100,000 for a term of July 1, 2023 through June 30, 2024.

As this is a single-source procurement, there are no set-aside designations or restrictions on the types of organizations that can respond. The incumbent vendor is SkyBase Communications, and the agency has determined that their services can only be provided by this single source. The contract will require integration with the existing FloridaSatNet infrastructure and technology managed by SkyBase Communications.
