About this opportunity

Onslow Water & Sewer Authority, North Carolina is soliciting sealed bids for Dixon WTP Brine Tank Replacement with bids due October 7, 2026 at 2:00 p.m. EST at the authority's Jacksonville office; physical bids only—electronic and late responses will not be accepted. A mandatory pre-bid conference is scheduled for September 10, 2026 at 2:00 p.m. at 6661 Wilmington Highway, Holly Ridge.

The scope involves removal and replacement of the existing brine tank #1 at the Dixon Water Treatment Plant, reconnection to existing piping, and reuse of the existing tank site glass and level control assembly. The new brine tank must be completely automatic and self-contained, capable of producing 20 to 35 gallons per minute of saturated brine flow from rock, solar, or evaporated salt products. The contractor must procure and secure tank delivery prior to initiating construction, coordinate with ONWASA and the engineer on procurement and manufacturing progress, and complete all work within 90 consecutive calendar days following tank delivery. The existing brine tank must be drained into Lagoon #3, and the contractor is responsible for all utility location, protection, and damage costs. Work must conform to North Carolina standard specifications and OSHA regulations.

The bid schedule comprises seven line items: mobilization (3 percent lump sum), hauling and debris disposal, electrical work, sidewalk patching (unit price per square foot for estimated 30 square feet), salt tank equipment, tank installation, and SCADA allowance ($5,250 lump sum). All bid prices must include North Carolina sales tax. A 5 percent bid bond or certified check is required with submission; 100 percent performance and payment bonds are required upon award. Liquidated damages are $1,000 per calendar day for delays beyond 60 days (substantial completion) and 90 days (final completion) from Notice to Proceed. A 12-month warranty period follows ONWASA's acceptance. The contractor must provide proof of E-Verify compliance and maintain specified insurance coverage. Bids will be held for 60 days from opening, with an option to extend an additional 30 days by mutual agreement. Award will go to the lowest responsible and responsive bidder. Complete bid documents are available from WithersRavenel, Inc. for a non-refundable fee of $25 per set; specifications and plans are also on file at Carolina's AGC in Fayetteville, the Hispanic Contractor's Association in Charlotte, and F.W. Dodge Corporation Plan Room in Raleigh.
