Delivery is FOB destination to 24 Park Road, Golconda, Illinois 62938.

Quotes must include the manufacturer name, make, model number, complete specifications, freight to destination, and comprehensive warranty information. Vendors must install attachments upon delivery, provide operator training on equipment operation and maintenance, and furnish two copies of operator and maintenance manuals. The tractor must be brand new, unused equipment with standard manufacturer warranty.

All vendors responding must comply with the State of Illinois Standard Certifications document, which imposes 34 mandatory compliance requirements including legal entity status, absence of criminal convictions, non-delinquency on state debts, tax and environmental law compliance, drug-free workplace standards, equal employment opportunity practices, and cybersecurity compliance. Compliance is a material condition of contract award, and false statements or non-compliance may result in contract voidance, suspension, debarment, or civil and criminal penalties. Subcontractors are subject to identical certification requirements.

The State retains ownership of all work product, requires $1 million in general commercial liability insurance and worker's compensation coverage, and reserves the right to terminate for cause immediately or for convenience with thirty days' notice.
