About this opportunity

The South Dakota Department of Social Services, specifically the Division of Child Protection Services, is seeking a qualified vendor to provide comprehensive post-adoption services across the state, with a focus on supporting adoptive families in Harding County and statewide. The Request for Proposal (RFP10473) aims to select an offeror capable of conducting detailed assessments of adoptive families, identifying their specific needs, and delivering stabilization services to prevent potential adoption disruptions. Key deliverables include creating a statewide directory of support services, developing a network of adoption-competent service providers, and offering targeted recommendations and interventions for at-risk adoptive placements. The RFP requires the selected vendor to work with 1,285 adoptive families (958 in-state and 327 out-of-state), comprising 2,351 children, and provide services beyond Medicaid-eligible therapy. Proposals are due by April 24, 2024, with a mandatory requirement that email inquiries be sent to Kirsten.Blachford@state.sd.us using the exact subject line "RFP10473 Questions" no later than April 3, 2024. The Department of Social Services will post aggregated questions and responses on their website by April 10, 2024.

While the RFP does not explicitly outline set-aside designations or restrictions for specific types of organizations, it does require vendors to demonstrate extensive expertise in adoption services and the ability to provide statewide coverage. The previous contract was valued at $172,560, suggesting a similar budget range for the upcoming contract, which is anticipated to start on June 1, 2024, with an initial three-year term and potential for two additional one-year renewals. The selected offeror must comply with the state's IT security and privacy requirements and have a proven track record of managing similar projects and subcontractors. The services will encompass direct support, education, training, family development, and service coordination for adoptive families. While no incumbent vendor is specifically mentioned, the RFP indicates that the services are open to any adoptive family in the state, with a primary emphasis on families at high risk of adoption disruption. The Department of Social Services reserves the right to negotiate final contract terms with the selected offeror.
