About this file

This document is a sample of questions and responses related to a Request for Proposal (RFP) issued by the South Dakota Department of Social Services Division of Child Protection Services for post adoption services. The purpose of the RFP is to select an offeror that can provide post adoption services to families that have adopted children from the Division, as well as other adoptive families, in order to prevent adoption disruption. The selected offeror will be required to complete an assessment on adoptive families, provide recommendations and stabilization services, create a directory of available services, and develop a statewide network of adoption competent service providers. Proposals are due by April 24, 2024, and the contract term is unclear but may include renewal options.

The RFP does not specify a budgeted amount, but notes the previous contract was for $172,560. The services sought are beyond Medicaid-eligible therapy, focusing on direct services, support services, education, training, family development, and service coordination. The selected offeror must follow the state's IT security and privacy requirements. The RFP indicates there are currently 1,285 adoptive families on adoption assistance in South Dakota, with 958 residing in-state and 327 out-of-state, comprising 2,351 children. Services are open to any adoptive family in the state, with a primary focus on families at risk of adoption disruption.
