About this opportunity

The South Dakota Department of Social Services, Division of Behavioral Health, is soliciting proposals for a fiscal agent to support suicide prevention training initiatives across the state. The selected agency will be responsible for comprehensive fiscal management, data collection, performance measurement, and evaluation of suicide prevention training programs. Key deliverables include monthly and annual reporting, tracking training expenses, coordinating with trainers, and implementing data collection processes involving pre-tests, post-tests, and evaluation surveys. The contract is structured for fiscal year 2025, with an anticipated start date of June 1, 2024, and an end date of May 31, 2025, with potential extension for up to five years. The RFP (RFP10568) requires offerors to demonstrate qualifications and experience in managing similar services, with an estimated scope of 70 trainings targeting approximately 1,600 participants. Proposal submissions are due by April 24, 2024, at 5:00 PM CDT, with inquiries accepted via email to Kirsten Blachford until April 3, 2024, and clarification responses to be posted on the DSS website by April 10, 2024.

The procurement appears open to various organizations without specific set-aside designations for disadvantaged enterprises. The fiscal agent may charge an indirect cost rate or administrative fee up to 5% of total expenses. The tentative budget allocation for suicide prevention trainings is $185,000 for FY25, with the understanding that this amount may be subject to change. There are no explicit restrictions on organizational types, and interestingly, the selected fiscal agent will not be prohibited from simultaneously applying to provide DSS-approved suicide prevention training. No incumbent vendors are identified in the documentation, and no specific existing technological infrastructure integration requirements are mentioned. The contract will require the selected agency to develop and implement necessary processes for fiscal agent and data analyst activities, with flexibility to adapt to the program's evolving needs. Award decisions and contract negotiations are anticipated by May 15, 2024, with the successful vendor expected to begin work on June 1, 2024.
