About this opportunity

Royal Oak Schools, a Michigan public school district located in Macomb County, is issuing a Request for Proposals for district-wide three-year unit pricing contracts covering concrete work, playground fall zone mulch, painting, and fencing services. The procurement encompasses four distinct bid categories: (1) site concrete work including removal and installation of pavement, sidewalks, curbs, and gutters; (2) playground fall zone mulch furnishing and installation meeting ASTM standards F1292, F1951, and F2075 certifications with removal and disposal of existing mulch; (3) painting services for hollow metal doors and frames, concrete masonry units, and drywall using specified Sherwin Williams materials with required SSPC certifications; and (4) fencing installation and removal at various heights. Qualified contractors must demonstrate current experience providing similar work to K-12 public school districts or educational institutions of comparable size and scope, with detailed reference information including contact names, addresses, and phone numbers. Proposals are due by 1:30 p.m. on March 24, 2026, submitted electronically through BuildingConnected.com, with public opening occurring virtually on the same date. Written clarification requests must be submitted by 4:00 p.m. on March 17, 2026, and contractors may request site visits by contacting Mark Paulus at mark.paulus@royaloakschools.org or (248) 880-6791. The School District anticipates contractor selection by April 9, 2026, and proposals remain irrevocable for a minimum of 90 calendar days following the due date.

Successful contractors submitting proposals of $50,000 or more must furnish Performance and Payment Bonds in the amount of 100 percent of the proposal from Treasury-listed sureties licensed in Michigan. All contractors must provide evidence of adequate insurance coverage, including Workers' Compensation with statutory limits, Comprehensive General Liability with minimum combined single limits of $1,000,000 per occurrence and $3,000,000 aggregate, and Automobile Liability with $1,000,000 combined single limits, with all carriers maintaining an A-VII or better rating by AM Best and designating Royal Oak Schools as an additional insured. Proposals must include a completed Familial Disclosure Affidavit and Iran Economic Sanctions Act Affidavit of Compliance, both sworn and notarized. The RFP does not identify any set-aside designations, incumbent vendors, or current contractors. Pricing must be clearly indicated on the Proposal Pricing Form, and the School District reserves the right to accept or reject any or all proposals, to waive irregularities, and to award contracts to other than the lowest bidder, with specific award values or budget ranges not disclosed in the RFP documentation.
