The mandatory pre-bid conference, scheduled for October 20, 2026 at 2490 Hilborn Road in Fairfield, has passed, and attendance was required for proposal eligibility, with tardy attendees rendering proposals ineligible. The services must be available 24 hours a day, 7 days a week, including all holidays. The awarded contractor must maintain the District's alarm.com remote arm/disarm capabilities and cellular communication modules or provide reasonable alternatives. Contractors must submit a rate schedule covering wireless and hardwired motion detectors, door contacts, keypads, cellular communication units, hourly labor rates, and monthly monitoring fees. The contractor must hold a valid Bureau of Security and Investigative Services license and valid DIR registration, comply with prevailing wage requirements under California Labor Code, and carry commercial general and automobile liability insurance with minimum limits of $1,000,000 per occurrence.

Bidders must provide a bid bond or certified check equal to 10 percent of the total bid amount. The successful contractor must furnish payment and performance bonds equal to 100 percent of the contract price. The contract period runs from December 1, 2026 through June 30, 2027, with annual renewal options to a maximum five-year term.

Proposals will be scored on costs, including unit prices and labor rates (40%); ease of implementation (15%); extent of experience with the district (15%); client references for comparable services with similar-sized agencies (15%); and quote preparation, thoroughness, and responsiveness to RFP requirements (15%). Proposals must be submitted as one original, one copy, and one electronic version on a USB drive to the District's Purchasing Department. The Governing Board will make its recommendation on November 19, 2026.
