About this opportunity

This state and local contracting opportunity is for the procurement of used railroad rail by the Kentucky Transportation Cabinet (KYTC) for delivery to the Lewis County Maintenance Facility. The Commonwealth of Kentucky is issuing a Request for Bids (RFB) for 2,000 linear feet of 20-foot used railroad rail, 5,400 linear feet of 40-foot used railroad rail, and 6,400 linear feet of 40-foot used railroad rail. The rails must conform to specific size, quality, and delivery requirements outlined in the bid documents. The procurement process will be conducted in two phases, with vendors first submitting unpriced technical offers, followed by a reverse auction for pricing. The award will be made to the vendor whose offer represents the best value based on price and delivery time. The bid closing date has been extended to November 2, 2021, and the reverse auction event is scheduled for November 9, 2021.

The Commonwealth of Kentucky applies a reciprocal preference for resident bidders, and may also apply preferences for qualified nonprofit agencies. Vendors must comply with various affirmative action, nondiscrimination, and recycled content requirements. The awarded vendor will be responsible for all freight and shipping costs, and will be subject to a one percent per day deduction for failure to meet the contracted delivery date. The Commonwealth reserves the right to inspect the place of business of the awarded vendor and to reject any bids, waive informalities and technicalities, negotiate directly with bidders, or accept the bid deemed in the Cabinet's best interest.
