About this opportunity

The Gila River Indian Community's Department of Land Use Planning and Zoning Flood Control Engineering is requesting bids on the District 6 Culvert Modification Project to install flow control devices on five existing 24-inch culverts with headwalls in the Laveen area east of 51st Avenue, with bids due June 18, 2026 at 2:00 p.m. via the Bonfire e-procurement platform. The Tribal Employment Rights Ordinance (TERO) applies, and the Community retains Native American preference provisions under which qualified Indian-Owned economic enterprises may receive awards if their bids are within specified percentages of the lowest responsive bid.

Two culverts require complete flow blockage; three require partial blockage with a minimum 4-inch clearance for controlled bleed-off. Devices must be designed and installed to allow future removal without damage to culvert structures or surrounding infrastructure. The contractor must furnish all labor, materials, equipment, and supervision, and submit shop drawings, product data, installation plans, operation and maintenance manuals, as-built documentation, and removal procedure instructions. The estimated project work is 30 calendar days following issuance of the Notice to Proceed.

Contractors must hold an active Arizona Registrar of Contractors license and license bond, provide financial statements (audited preferred), and carry comprehensive insurance: $1 million general liability, $1 million automobile liability, $2 million excess liability, pollution liability if applicable, and workers' compensation per Arizona law. Performance and payment bonds at 100 percent of contract value are required. A Tribal Business License must be obtained prior to work commencement. All bids must include a 5 percent bid bond, with original bid security delivered within three business days of bid closing to 1632 S. Nelson Drive, Chandler, Arizona 85226. Monthly compensation is based on actual work completion with 10 percent retainage until final payment upon substantial completion. Questions are due June 8, 2026 at 2:00 p.m. Bids open June 19, 2026 at 10:00 a.m. with award notification anticipated June 26, 2026.
