About this file
This is an Invitation for Bids (IFB-0643-LUPZ-RE-BID) issued by the Gila River Indian Community's Department of Land Use Planning and Zoning Flood Control Engineering for construction maintenance services to install flow control devices on five existing 24-inch culverts with headwalls in District 6, located in the Laveen area east of 51st Avenue on tribal property. The project involves furnishing all labor, materials, equipment, and supervision necessary to install devices designed to obstruct, regulate, and control drainage flow through existing culvert systems. Devices for two culverts must provide complete flow blockage, while devices for the remaining three culverts must allow a minimum 4-inch clearance at the bottom of the culvert invert for controlled bleed-off. Contractor-submitted devices must be designed and installed to allow future removal without causing damage to culvert structures or surrounding infrastructure. The IFB was issued on July 14, 2026, with a bid submission deadline of Thursday, July 30, 2026, at 2:00 p.m. via the Bonfire e-procurement portal. The deadline for submitting questions is Monday, July 20, 2026, at 2:00 p.m., with responses due Friday, July 24, 2026, at 2:00 p.m. Bid opening is scheduled for Thursday, July 30, 2026, at 3:00 p.m., with bid review and selection on Monday, August 3, 2026, and approximate vendor notification on Monday, August 10, 2026. The estimated project work duration is 30 calendar days following issuance of the Notice to Proceed.
The IFB represents an all-inclusive 100 percent cost based on scope, size, quality, and nature of the project, with the contractor assuming full responsibility for site evaluation, layout, and work scheduling. Gila River Indian Community is exempt from all material, sales, and construction services taxes, and taxes shall not be included in bid amounts. A bid bond of five percent of the bid amount must accompany each submission, with the original bid security delivered within three business days of bid closing to the Procurement Department. Contractors must hold an active Arizona Registrar of Contractors license and license bond. Monthly compensation is based on actual work completion with invoices submitted according to a Schedule of Values, and the Community will retain ten percent retainage until final payment upon substantial completion. Contractors must provide comprehensive insurance including $1 million in general liability per occurrence and $2 million general aggregate, $1 million automobile liability, $2 million excess liability, pollution liability if applicable, and workers' compensation per Arizona law. Performance and payment bonds equal to 100 percent of the contract price are required prior to commencement of work. Tribal Employment Rights Ordinance (TERO) compliance applies, and a Tribal Business License must be obtained prior to commencing work. Native American preference provisions allow qualified Indian-Owned economic enterprises to receive awards if their bids are within specified percentages of the lowest responsive bid, depending on contract value thresholds.

EXHIBIT B - SCOPE OF WORK
DISTRICT 6 CULVERT MODIFICATION PROJECT
Request for Construction Maintenance Services
LUPZ Flood Control Project No. FC 26-010 SFC
Prepared May 13, 2026
A. Purpose
This Scope of Work is meant to provide construction firms with sufficient information to enable them to prepare and submit a proposal, schedule and fee to install culvert flow obstruction devices onto certain culverts described in this request.
B. Introduction
The Gila River Indian Community’s Department of Land Use Planning and Zoning Flood Control
Engineering (“LUPZ”) is soliciting construction firms to provide maintenance services to install flow control devices on existing 24” culverts with headwalls within our drainage system east of
51st Avenue. The Contractor shall furnish all labor, materials, equipment, and supervision necessary to install devices designed to obstruct, regulate, and control drainage flow through existing culvert systems. These devices shall be designed and installed to allow for future removal without causing damage to the culvert structure or surrounding infrastructure and environment.
C. Definitions
From this point forward, the Gila River Indian Community shall mean “Community” and reference to the Community’s lands as “Reservation”. LUPZ shall mean “LUPZ Flood Control Engineering” or “Department”. The construction firm shall mean the “Contractor”. The activity of the District 6
Culvert Modifications Project shall mean “the Project”.
D. Location
The Gila River Indian Community is a federally recognized Indian Tribe with a constitution and sovereign government status. The Project is located in District 6, described as a portion of tribal property and a part of the NW ¼ corner of Section 5, T2S, R2E. See Exhibits 1 and 2 for specific
Project locations and access. See Exhibits 3 and 4 for images of culverts.
The proposed activity will be located in existing tribal drainage easements (“D.E.”) defined under
GR-046-19. These easements are also disturbance boundaries. No cultural or environmental clearance is necessary if all work are maintained within these disturbance limits. Improvements shall not be extended beyond these disturbance boundaries.
E. Project Description
The 2019 Komatke Flood Control Project – Phase 1 installed basins, levees, and channels upstream of the 51st Avenue Subdivision in the Laveen, AZ area to control mountain runoff. After several rounds of storm events, LUPZ has received complaints of nuisance flows entering property from our completed project. Although discharge of these flows were designed and planned for, additional flood mitigation is needed to further protect property. Certain culverts will need to be obstructed fully and partially to meter flow more appropriately. Internal hydraulic analysis showed these modifications will not impact the current design of the system. Access to the culvert systems begins from 51st Avenue and the Ray Road alignment. This Project will:
• Provide temporary or semi-permanent flow control from existing culverts.
• Continue bleed off of basins within acceptable drain time.
• Allow for runoff to spill over into existing spillways, basins, and other culverts.
• Maintain structural integrity of existing culverts and the entire drainage system.
• In the event removal is required, ensure devices can be safely and efficiently removed in the future with reasonable tools.
• To the extent practicable, the devices must be tamper proof.
• All activity shall be maintained within the existing drainage easements.
• Minimize environmental and hydraulic impacts.
F. Project Team
LUPZ Flood Control Engineering is the Department Section who will manage the Project as the agent of GRIC. The selected construction firm will report to and submit draft invoices to Seaver
Fields III, Project Coordinator with the Department for review prior to submittal of final invoicing.
A list of qualified sub-consultant professional disciplines shall be submitted with the proposal and considered as the Contactor’s Team, if the Contractor chooses a team.
G. Timeline
1. Proposal Timeline:
• Refer to GRIC Contracts Mgt. on review for proposals timelines after advertisement.
2. Project Timeline.
• If order of materials are required, no work shall be conducted until orders are ready to be installed. Delays in ordering material shall not take away from contracted work time.
• Payment of materials will only occur after installation of the devices.
• Actual work is estimated to last 30-calendar days after a notice to proceed is issued.
• Apply for and receive approval for right-of-entry from LUPZ Ordinance.
• Contractor shall provide a schedule summarizing the activities.
H. Scope of Work
In general, the Contractor will:
1. Site Assessment and Preparation
• Verify existing culvert system dimensions, materials, and conditions. Access to the culverts are shown on Exhibits 1 and 2.
• Identify flow characteristics and potential impacts of obstruction.
• Clear debris and sediment as necessary to facilitate installation.
• Implement applicable erosion and sediment control measures such as best management practices before, during, and after construction.
• Apply for and gain approvals for right-of-entry from LUPZ Ordinance.
2. Design and Submittals
• Submit shop drawings and product data for proposed devices to LUPZ.
• Devices may include plugs, slide gates, flap gates, or similar systems.
• Demonstrate that all devices and applicable systems are reasonably removable and do not require excessively permanent modification to culvert structures.
• Provide calculations or documentation showing structural adequacy and hydraulic performance. Product information may suffice.
3. Materials
• Use water tight seal and corrosion resistant materials (e.g., stainless steel, aluminum, HDPE, coated steel, etc.).
• All anchoring or fastening systems shall be non-evasive or minimally invasive and designed for removal.
• Gaskets, seals, and fittings shall be durable and replaceable.
4. Installation
• Install devices on upstream end of culverts and in accordance with approved submittals and manufacturer recommendations.
• Devices for culverts 1 and 2 shall provide complete blockage to flow. See attached
Exhibit 3.
• Devices for culverts 3, 4, and 5 must have a minimum 4” (0.33 ft.) clearance between the device and bottom culvert invert. This clearance is necessary for a controlled bleed off of basins. A device that allows adjustable clearance is acceptable. See attached
Exhibit 3.
• Avoid excessive cutting, drilling, or altering culvert system unless explicitly approved.
• Ensure installation allows for proper sealing and intended flow control.
• Provide safe access for installation and future removal.
• All components must be reasonably tamper proof, but shall be removable using standard tools and without specialized demolition.
• No permanent grouting, welding, or embedding that would prevent removal shall be allowed unless specifically approved.
• Contractor shall demonstrate removal procedure upon request.
I. Deliverables
• Installation of semi-permanent water tight, corrosion resistant, tamper proof, but reasonably removable flow control…
